I've just tried to do some local testing using the facility explained here:
Anything with *.localtest.me will resolve to the local loop back but this isn't working on my machine.
If I ping localtest.me it doesn't resolve. So my question is am I missing something important here for this to work?

Based on what you described:
when/where it works: readme.localtest.me
was resolving to 127.0.0.1 (or some equivalent IPv6 address for IPv6).
when it doesn't: the domain was blocked or unavailable.
Background: some people think DNS should be able to return any valid IPv4 address, but this went from assumption to controversial as intranets and NATs became more popular (and similarly, as people started running test servers on their loopback address).
