Getting error in specifying STATIC_ROOT STATIC_URL in Django settings.py file

Question

I am new to django and web application development. I am trying to add css to my demo site (using django v1.4 on windows7) and getting the following error. I have tried all, and wasted almost 3-4 hrs. still not been able to resolve it.

I think I am doing some silly mistake, can anyone please let me know where I am making the blunder.

either when I do

http://localhost:8000/static/css.css

or

python manage.py collectstatic

I get:

TypeError: coercing to Unicode: need string or buffer, tuple found

Remove the , at the end of the line.
