I want to run maven in my app engine application. However, I get this exception:
Error resolving version for plugin 'org.apache.maven.plugins:gwt-maven-plugin' from the repositories [local (C:\Users\user.m2\repository), central (http://repo.maven.apache.org/maven2)]: Plugin not found in any plugin repository
Thats my maven file:

What should I add to make it run?
UPDATE
I am using this maven plugin because I get:
The output directory for the project should be set to /test/war/WEB-INF/classes
UPDATE 2
<plugin>

My exception is the same:
The output directory for the project should be set to /test/war/WEB-INF/classes

You have not mentioned the group id or artifact id for your plugin and maven is trying to assume the groupid.
<plugin>
<groupId>org.codehaus.mojo</groupId>
<artifactId>gwt-maven-plugin</artifactId>
<version>2.5.1</version>
</plugin>
NOTE - I tested your pom.xml in a sample project and found no errors.
