Running pip install django===1.4 django-cms south
on a windows machine, as per the instructions found here returns this error:

Django and apache and everything else is running fine. As far as I know, this sort of error should only occur when you're actually trying to run django, not trying to install a plugin/app. Any idea about what is causing this error?

this is a known issue and will be fixed with a 2.3.6 release in the next 3 days. An upcoming 2.4 release will also not have this issue.
