Eclipse WTP installation fails "Cannot complete the install because one or more required items could not be found"

Question

I followed the answer's instructions here but the issue persists. I have Juno and trying to download WTP SDK 3.1.2 (Not sure if that's what I'm supposed to download. Tried other things but none worked) from here, and get the error message

For Eclipse 4.3 (Kepler), make sure you have the following two update sites:

• http://download.eclipse.org/releases/kepler/
• http://download.eclipse.org/eclipse/updates/4.3
