can't install QT4 on linux Mint

I am trying to compile vpnshrew with CMAKE on linux mint. However QT4 is missing and I have already tried everything with no success. The starting line it's this dependency error:

$ sudo apt-get install libqt4-core
Reading package lists... Done

I have already tried lots of solutions. Namely

sudo dpkg --configure -a
sudo apt-get -f install
sudo apt-get update

Try sudo apt-get install qt4-dev-tools libqt4-dev libqt4-core libqt4-gui.
