can't install libxml-ruby for rails 2.3.14

I'm getting this error when executing 'bundle install':

Not really sure what's wrong here. This is working on my other box with the same ruby and rails version.

Been trying to figure this out but with no luck.

For CentOS:

searching:

yum list libxml2

install:

sudo yum install libxml2 libxml2-devel

For Ubuntu:

searching:

apt-cache search libxml2

or:

dpkg -l libxml\*  

install:

sudo apt-get install libxml2 libxml2-dev

First,install libxml2-dev

sudo apt-get install libxml2-dev

Try install/reinstalled libxslt with a default ./configure run
