I dont have windows 8.1 preview ! I have windows 8.1 pro ! When i make right click on the start icon then right click on system i see Windows 8.1 pro
Then i run my visua lstudi c# pro 2012 and then a new project and select new project > windows phone app Then after it create the project im getting a window say: This program has compatibility issues .

The update 3 for visual studio 2012 doesn't work on windows 8.1. Try to install Visual Studio Update 3 emulators
I tried several methods but the Hyper-V feature is unavailable in windows 8.1. That's why apps can't be deployed.
