My xml schema is:

xmlns:tx="http://www.springframework.org/schema/tx"
xsi:schemaLocation="http://www.springframework.org/schema/beans http://www.springframework.org/schema/beans/spring-beans-3.2.xsd
http://www.springframework.org/schema/aop http://www.springframework.org/schema/aop/spring-aop-3.2.xsd

and my spring jar files are of 3.2 version

Why does it give the following error:
"The matching wildcard is strict, but no declaration can be found for element 'mvc:annotation-driven' "

You are missing mvc and context entriy in your xsi:schemaLocation attribute.
Change your xsi:schemaLocation
like this
xsi:schemaLocation="http://www.springframework.org/schema/beans http://www.springframework.org/schema/beans/spring-beans-3.2.xsd
http://www.springframework.org/schema/aop
http://www.springframework.org/schema/aop/spring-aop-3.2.xsd
http://www.springframework.org/schema/context
