$(document).ready(function() {
$(".announcement_tlbr").each(function(){
alert($(this).attr("id"))
});
});

You should use this
inside each to get the reference of current element.Try this:
jQuery.each(".announcement_tlbr", function(e){
alert($(this).attr('id'));//or this.id
});
