Unable to enable .htaccess or its not working

Question

I have setup a condeigniter installation and inorder to remove the index.php from the url,I have configured the .htaccess file.But its not working.The .htaccess file itself is not working.I tested this by adding some irrelevent data in the files and it didnt throw any errors.

This is the following configuration in my httpd.conf file

in the htaccess file i have added 'deny from all' , but its still allowing access to the directory.

Can someone help me on how to enable .htaccess ?
