Buttons in Lollipop and higher have a default elevation to them which causes them to always draw on top. You can change this by overriding the default StateListAnimator.

Try putting this into your button XML:

android:stateListAnimator="@null"

if you are doing programmatically use this:

button.setStateListAnimator(null);

Try to give margin-top and margin-right to the textview, Like:

  android:layout_marginTop="10dp"
  android:layout_marginRight="10dp"

You can use transparent property for the button, "@android:color/transparent"

If button is transparent badge should be visible on the top.
