Resource and properties file management issue

I am trying to learn Spring. I have some trouble managing my resource and properties file.

This is my mvc-dispatcher-servlet.xml file.

And this is my file descriptor.

My problem is:

When I delete 

<mvc:resources mapping="/resources/**" location="/resources/" />
    <mvc:annotation-driven />

from mvc-dispatcher-servlet.xml, file header.css file cannot be loaded.

However not deleting the line prevents me from changing the language. What should I do to solve this problem?

You should map your css, js and image resources to the default servlet in web.xml by :

        <servlet>
                <servlet-name>default</servlet-name>
                <servlet-class>org.apache.catalina.servlets.DefaultServlet</servlet-class>
        </servlet>
        <servlet-mapping>
                <servlet-name>default</servlet-name>
                <url-pattern>/resources/img/*</url-pattern>
        </servlet-mapping>
        <servlet-mapping>
                <servlet-name>default</servlet-name>

                <url-pattern>*.css</url-pattern>
        </servlet-mapping>
        <servlet-mapping>
                <servlet-name>default</servlet-name>
                <url-pattern>*.js</url-pattern>
        </servlet-mapping>

If this can't help you, could you please provide your app web.xml file content.
