Why isn't physical web enabled by default?

https://google.github.io/physical-web/try-physical-web Here it explains how to enable it. Why isn't it enabled already? Are there plans to change it?

You can't have a service like the Physical Web and not ask the user to opt in. It certainly slows down adoption but it's the right thing to do. In the long run, this will encourage more people to turn it on as it shows we respect users privacy.
