System.InvalidOperationException: The current runtime target framework is not compatible with 'project'

Question

I started a new ASP.NET project using 1.0.0. I can build and run the project fine, but when I try to run entity framework commands (I've been testing with "dnx ef") in the developer command prompt, I get the following error:

System.InvalidOperationException: The current runtime target framework is not compatible with 'myprojectname'

I haven't found a solution to this anywhere else on stack overflow. Most of the questions seem geared toward solving when the project fails to build or run, and that is not a problem. Here are the relevant parts of my project.json:

What do I need to do to get EF to run migrations? This has been driving me bonkers.

dnx and commands went away post RC1 you should use dotnet ef
