Running Server 2012 R2, Jenkins ver. 2.19.1
Installed Jenkins via the Windows MSI
I can't seem to install plugins with the cli:

I also tried it with -name aws-lambda
and just aws-lambda
at the end, but did not work

Permission issue. either supply SSH authentication or make sure Anonymous have permissions to install plugins.
