I have searched few more threads, they talked about subprocessing python shell, but I didn't get that how to do that. So someone please help me to solve this problem.

This happened to me when I added the wrong directory to the PATH. I added
C:\Octave\Octave-4.2.1\
instead of the correct
C:\Octave\Octave-4.2.1\bin\
.
On importing oct2py, it looks for the octave-cli.exe executable which is in the \bin
directory.
