Issue when transitioning from "babel-preset-es2015" to "babel-preset-env" on React and Webpack project

I have a React project that had been using babel-preset-es2015 that was getting built fine with webpack, but since I've moved to babel-preset-env the module build fails.

This error message appears:

ERROR in ./src/index.js
Module build failed: Error: Couldn't find preset "es2015" relative to directory "/path/to/project"

    at Object.module.exports (/path/to/project/node_modules/babel-loader/lib/index.js:175:20)

Below are my webpack configurations:

WORKS (with babel-preset-2015)

module.exports = {
  ...
  module: {
    rules: [
      {
        test: /\.js$/,
        exclude: /node_modules/,
        use: {
          loader: 'babel-loader',
          options: {
            presets: [
              'es2015',
              'react',
              'stage-1']
          }
        }
      }
    ]
  },
  ...
};

DOESN'T WORK (with babel-preset-env)

module.exports = {
  ...
  module: {
    rules: [
      {
        test: /\.js$/,
        exclude: /node_modules/,
        use: {
          loader: 'babel-loader',
          options: {
            presets: [
              'env',
              'react',
              'stage-1']
          }
        }
      }
    ]
  },
  ...
};

package.json dependencies:

"babel-core": "^6.26.0",
"babel-loader": "^7.1.2",
"babel-preset-env": "^1.6.0"

So I added a .babelrc file and moved the loader options there, and things appear to work just fine now. Still not sure why it doesn't work inside the webpack module.

Webpack

module.exports = {
  ...
  module: {
    rules: [
      {
        test: /\.js$/,
        exclude: /node_modules/,
        use: 'babel-loader'
      }
    ]
  },
  ...
};

.babelrc

{
  "presets": [
    "env",
    "react",
    "stage-1"
  ]
}
