Windows 10 Display changes only partial

I had changed language on my desktop so that I could get the spell checking to work for Italian. I am no unable to get the language setting back to English. That is to say I can set the language back to English however many of the dialogs are still rendering in Italian. I have tried removing all other languages apart from English followed by a reboot to no avail.

Even though English is the only language installed the settings and other OS level dialogs are all written in Italian.

How can I get the display language back to English for all dialogs.

I guess that this question is more suited for superuser.com, but ...

I was searching for the same thing and was led here since other search results seemed too obscure. In fact, it should have come as no surprise that it seems that obscure are Windows, not the results.

In the usual Language Settings window (Windows Logo -> Settings -> Time & Language -> Language), in the upper right corner of the screen there is an entry called Administrative language settings

If you click on that, a new dialog window will pop up, with a button labelled Copy settings.... If you have administrative rights, clicking on it will allow you to "copy" the currently selected UI language to the existing and new user accounts.

Having set this, my computer went on a very long blue "Preparing Windows, please do not turn off your computer" screen, which finished with a computer restart after approximately 10-15 minutes.

After the restart the problem still remained. Well someone somewhere suggested "Additional date/time & region settings" on the right side of the Region Settings screen. In the new dialog that opens, there was supposed to exist a "Languages" option - but it was not there for me. I suppose this used to happen in some previous version of Windows.

So, well, PowerShell to the rescue. In this link, somebody suggests the following. (this is for setting language to en-US)

Get-WinUserLanguageList

$1 = New-WinUserLanguageList en-US

Set-WinUserLanguageList $1

Then the PC should be restarted. After the restart, most of the labels more or less were in English. I also reenabled Windows Updates that haven't run for a year.

OK it turns out that there are two places where this is set. Region and Language settings accessible from control panel by searching for Region and language. But then there is a different set of settings that you can access through the Language bar. These settings would appear to have precedence. On the language bar click the down arrow (bottom right) and click settings then click options. This allows you to override the the display language.
