I've already read Cannot install distribute: pypi.python.org rejecting http and Getting error 403 while installing package with pip but the work around are not workig
while trying to do
pip install --upgrade pyls --index-url=https://pypi.python.org/simple
I got :

pip 9.0.2 from /usr/local/lib/python2.7/dist-packages (python 2.7)
to reproduce :
spin this docker instance https://hub.docker.com/r/allansimon/allan-docker-dev-python
and launch the command in it (with user vagrant
)

In case this might help anyone else...I ran into this issue recently and resolved it by simply updating the pip installer to the latest version:
pip install -U pip

I encountered similar issue when jython executing ez_setup.py. It turns out I just had to replace http with https in one of the urls in the script.

I was also attempting to upgrade pyls
instead of python-language-server
and I hit the same error. Doing this instead worked for me:
pip install --upgrade python-language-server
