Why doesnt my Toolbar Collapse?

I'm trying to make a toolbar with a scroll view, so when the user scrolls down the toolbar collapses. There's no use for the toolbar other than having textviews. I've tried watching a bunch of videos on it but can't seem to find a solution. Also this is a fragment and not an Activity if that makes a difference.

As answered by Kristofer you should change

app:layout_scrollFlags="exitUntilCollapsed"

to

app:layout_scrollFlags="scroll|exitUntilCollapsed"

and also you do not need to use

app:layout_behavior="@string/appbar_scrolling_view_behavior"

when using NestedScrollingView

I figured it out! You just have to change app:layout_scrollFlags="exitUntilCollapsed" to app:layout_scrollFlags="scroll|exitUntilCollapsed"
