tensorflow installed correctly but giving error "ImportError: No module named '_pywrap_tensorflow_internal' on import tensorflow as tf

I installed tensorflow correctly using both installation options (using anaconda virtual environment as well installing directly with python) as per instruction here https://www.tensorflow.org/install/install_windows

Everytime I see this error:

I am installing latest tensorflow cpu version, on Windows 7 with cuda 9.0 and cuDNN64_7.dll, MSVCP140.dll all correctly in my PATH variables. I tried with python 3.6.4 (64bit), 3.5.2(64bit) and 3.5.3(64bit) before I gave up.

*Note- Also looked at all Common installation problems listed on that page. but no luck.*

Afters hours of digging, following things worked:

  1. installing CUDA 8.0 AND
  2. cuDNN 5.1 ,
  3. Downgrading my tensorflow installation from 1.6 to 1.5.1 [User following answer install tensorflow with specific version on Anaconda

  4. Adding following path variables

C:\Program Files\NVIDIA GPU Computing Toolkit\CUDA\v8.0\extras\CUPTI\libx64 C:\Program Files\NVIDIA GPU Computing Toolkit\CUDA\v8.0\lib\x64
