I have a pandas multiindex like this one

I tried with

But instead I get this

The labels are fulfilled with 0
What is wrong or missing?

If want use set_label
need same types, here integers (it seems bug):

Possible solution is set_index
for new 3 level MultiIndex and remove second one by reset_index
:
df = df.set_index([new_label], append=True).reset_index(level=1, drop=True)
Or create new MultiIndex:
df.index = [df.index.get_level_values(0), new_label]
print (df.head(10))
a
ref
10 -0.90 0
-0.85 0
-0.80 0
-0.75 0
-0.70 0

Also if need set MultiIndex
