Maven: how to configure to use an artifact present locally (~/.m2/repository) before trying online?

Having two maven projects locally, namely Authentication and Commons, I need to use Commons as a dependency in the Authentication's pom.xml, which is correctly deployed in the local repository at ~/.m2/repository after running mvn clean install in the Commons root directory.

However I'm not getting how to stop it trying to download this local dependency from online, when I run maven clean install in the Authentication root directory.

Here the error I get:

[ERROR] Failed to execute goal on project authentication: Could not resolve dependencies for project io.project:authentication:jar:0.0.1-SNAPSHOT: Failure to find io.project.commons:project-commons:jar:0.0.1.RELEASE in https://repo.spring.io/snapshot was cached in the local repository, resolution will not be reattempted until the update interval of spring-snapshots has elapsed or updates are forced

Isn't it possible to config the pom to first look at the local repository, then to go search it online?

Look at your coordinates. In authentication, you depend on io.project.commons:project-commons:

<dependency>
    <groupId>io.project.commons</groupId>
    <artifactId>project-commons</artifactId>
    <version>0.0.1.RELEASE</version>
</dependency>

But the actual coordinates on the commons project are io.project:project-commons:

<groupId>io.project</groupId>
<artifactId>project-commons</artifactId>
