I want to send notifications in android API < 26 but I'm running into this error.
I think I also have a problem with my Gradle file.
I've tried adding an if statement with the condition android.os.Build.VERSION.SDK_INT >= android.os.Build.VERSION_CODES.O
but then it doesn't work on API's less than 26. We need it to work on API 18.

You need to use the NotificationChannel
on Api Level >= 26 and use NotificationCompat.Builder to construct the Notification. So, change your code to something like this:
