Call Requires API 26 (min is 18): android.app.NotificationChannel

I want to send notifications in android API < 26 but I'm running into this error.

I think I also have a problem with my Gradle file.

I've tried adding an if statement with the condition android.os.Build.VERSION.SDK_INT >= android.os.Build.VERSION_CODES.O but then it doesn't work on API's less than 26. We need it to work on API 18.

The line:

Has a red underline with the error:

All com.android.support libraries must use the exact same version specification (mixing versions can lead to runtime crashes). Found versions 28.0.0, 25.1.1. Examples Include: com.android.support:animated-vector-drawable:28.0.0 and com.android.support:palette-v7:25.1.1 less... (Ctrl+F1)

You need to use the NotificationChannel on Api Level >= 26 and use NotificationCompat.Builder to construct the Notification. So, change your code to something like this:
