BigQuery: Google Ads report transformation: Geo Performance Report: GeoStats tables are empty

Transfer google ads data into bigquery https://cloud.google.com/bigquery/docs/adwords-transformation

But tables

GeoConversionStats_[CUSTOMER_ID]
GeoStats_[CUSTOMER_ID]

are empty. Why ?
