Ionic/Cordova error while running my app on device

Question

I get this error whenever I try to run my app:

Config.xml, I add it by request but I didn't change it. Also I don't know why it says that Android SDK is deprecated when according to SDKupdater it isn't.

I don't know why is talking about Android SDK Platform 28 since according to Android Studio platform 29 is installed. Any ideas of what I should do? Thanks in advance
