fabric 2.0 failed to generate Genesis block , no policies defined

I am using fabric 2.0 and cannot generate Genesis block:

[common.tools.configtxgen] main -> FATA 006 Error on outputBlock: could not create bootstrapper: could not create channel group: error adding policies to channel group: no policies defined

Please advise, thanks!

======== addition information =======

the command generate the genesis block:

../bin/configtxgen -profile ThreeOrgsOrdererGenesis -channelID channelall -outputBlock ./channel-artifacts/genesis.block

# SECTION: Capabilities
#
# - This section defines the capabilities of fabric network. This is a new
# concept as of v1.1.0 and should not be utilized in mixed networks with
# v1.0.x peers and orderers. Capabilities define features which must be
# present in a fabric binary for that binary to safely participate in the
# fabric network. For instance, if a new MSP type is added, newer binaries
# might recognize and validate the signatures from this type, while older
# binaries without this support would be unable to validate those
# transactions. This could lead to different versions of the fabric binaries
# having different world states. Instead, defining a capability for a channel
# informs those binaries without this capability that they must cease
# processing transactions until they have been upgraded. For v1.0.x if any
# capabilities are defined (including a map with all capabilities turned off)
# then the v1.0.x peer will deliberately crash.

First check the profile in your configtx file then set correctly the FABRIC_CFG_PATH variable to point to the location of your docker-compose and configtx files. Then check if docker compose has the same orderers as the configtx

the problem is in your profile named ThreeOrgsOrdererGenesis for read the policies from section channel you must be put this in that profile:

ThreeOrgsOrdererGenesis:
        <<: *channelall
        Orderer:
            <<: *OrdererDefaults
            Organizations:
                - *OrdererOrg
        Consortiums:
            SampleConsortium:
                Organizations:
                    - *Org1
                    - *Org2
                    - *Org3

I think the issue lies in how you've built your ThreeOrgsOrdererGenesis profile.

Let's look at yours:

    ThreeOrgsOrdererGenesis:
        Orderer:
            <<: *OrdererDefaults
            Organizations:
                - *OrdererOrg
        Consortiums:
            SampleConsortium:
                Organizations:
                    - *Org1
                    - *Org2
                    - *Org3

And compare it to a standard RAFT profile from the fabric sampleconfig directory:

    SampleDevModeEtcdRaft:
        <<: *ChannelDefaults
        Orderer:
            <<: *OrdererDefaults
            OrdererType: etcdraft
            Organizations:
                - <<: *SampleOrg
                  Policies:
                      <<: *SampleOrgPolicies
                      Admins:
                          Type: Signature
                          Rule: "OR('SampleOrg.member')"
        Application:
            <<: *ApplicationDefaults
            Organizations:
                - <<: *SampleOrg
                  Policies:
                      <<: *SampleOrgPolicies
                      Admins:
                          Type: Signature
                          Rule: "OR('SampleOrg.member')"
        Consortiums:
            SampleConsortium:
                Organizations:
                    - <<: *SampleOrg
                      Policies:
                          <<: *SampleOrgPolicies
                          Admins:
                              Type: Signature
                              Rule: "OR('SampleOrg.member')"

Your orgs should be fine without manually specifying the Policies block since you've specified all that in the respective org blocks.

However, like the error indicates, you do not include any channel configuration into your profile. Looks like you tagged your Channel block as &channelall, so try adding <<: *channelall right above the Orderer block and see if that helps.

Note that you you should NOT include an Application block inside an ordering system channel, i.e. a profile should have either an Orderer block or an Application block but not both.
