Why are pip3 packages not getting installed on a specific network?

I've recently installed Ubuntu. After installation, I tried to install pip3 packages, but they're not getting installed on my home wifi network. However, the packages are getting installed on my mobile data network and hotspot connected from another laptop.

pip3 install selenium

I have got the answer after trying many times. The following dependencies solve the problem: sudo apt-get install python3 python3-dev python3-pip libxml2-dev libxslt1-dev zlib1g-dev libffi-dev libssl-dev
