PostgreSQL installer disappears into the background

Question

I am trying the PostgreSQL Windows 10 installer for the first time. But after clicking the installer I see a window pop and disappearing almost directly. And thats it... In the task manager I can see the install process. But it is not doing anything.

Steps performed:

1. Running the installer as Admin
2. Checking the temp folder and event viewer for errors (none found)

Background:

in my computer, set computer name in Chinese will cause this problem C:\WINDOWS\System32\icacls "C:\Users\MyUserName\AppData\Local\Temp/postgresql_installer_XXXXXXXXXX" /T /Q /grant "XXX" if I use english name ,it will not fail.
