Android adjustResize and adjustPan don't work

Question

I'm using CoordinatorLayout, and a navigation component NestedScrollView. I know there are a lot of questions about this problem already, but I haven't found the solution so far.

I've already tried:

• adding a relative or ConstraintLayout as a root

• android:fitsSystemWindows="true" (and almost every combination of
  it)

• remove
  app:layout_behavior="@string/appbar_scrolling_view_behavior"
