I freshly installed Nagios on the server and post-installation I am trying to access Nagios it is giving me the error as : The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later

sudo systemctl restart php-fpm
This doesn't look like a nagios issue specifically, it just looks like your php-fpm service isn't running. I also didn't see that command in the guide you linked, so maybe they missed it.
