Redis cluster creates dump.rdb

Question

I have a redis deloyed on k8s cluster with 7 masters. Each master has a 2 slaves. When slave is restarted then dump.rdb is created during synchronization. I would like to avoid writing to disk. To achive that i set setting "save" to "" and "repl-diskless-sync" "yes" but dump.rdb is created no matter what. Do you have any idea what needs to be set to avoid such a behavior ? i am attaching full config for reference
