medley interlisp: unsupported keyboard type: 14

I am running medley interlisp on windows,

(to be specific, this version: WINDOWS 10/11 (Single install based on cygwin - Docker install deprecated))

and after install and run medley, I could not type any letters. It says:

"Unsupported keyboard type: 14
Configuring keyboard for type-3"

Any ideas how to solve this problem? Thank you very much.
