Setup Enterprise Github to be able to share a repository to organization

Question

Our company uses Github Enterprize and created Organization for each unit.

However, when I tried to create a repository for a knowledge sharing workshop, I couldn't find a way to share a repository to all members of the Organizations. The only options are to share the repo to all units or make it private.

Neither of these options are correct for this requirements.

Also as organization unit admins, we are unable to edit those options.

I have asked our enterprize admins and they told me that they cannot add an option to share the repo to all members of the organization.

Instead, they expect us to maintain a team which should coincide with members of organization, which seems to be tedious task to keep manually in sync two lists, which I cannot export or sync in a convenient way...

I believed that there should be some simple elegant solution rather than manually maintaining a team duplicating an organization whenever a member is added or removed?
