Service Account Authorization Throws Not Enabled for Live Streaming

Currently I have issue configuring Service Account to Call YouTube Live Broadcast List API, I got following issue:

"Domain": "youtube.liveBroadcast",
"Reason": "liveStreamingNotEnabled",
"Message": "The user is not enabled for live streaming."

I have checked my new Service Account Permissions, it had my Gmail that regularly run Live Streams and the Role is Owner. How can I configure my service account to be able to query my Live Broadcasts?
