Sql*Developer: i/o error: The Network Adapter could not establish the connection

When trying to connect to the database in sql*developer, I get the following line:

An error was encountered performing the requested operation: I/O Error: The Network Adapter could not establish the connection (CONNECTION_ID=+I9sNb7wRbyQI/MXZbTeEA==) Vendor code 17002

When I check the services, I cannot run the listener. It gives me the following error:

The OracleOraDB19HOME1TNSListenerDENEME (the service with the same SID) service on the local computer started and stopped. Some services may stop automatically if they are not used by other applications.

I don't know how to solve this. I just started learning SQL.

I check the services from cmd, stop them and start them again, but it doesn't work.
