Is it possible to programmatically create a shared iCloud Drive folder and then generate a link for external users to access it?

For instance, myApp utilizes iCloud Drive for storing certain files. There exists a folder named “myApp” within the user’s iCloud Drive. How can this folder be made accessible (read-only) via a link?
