How to concatenate text from multiple rows into one row and one text string

I have

ID     Name        City      Text
----   -----       -----     ------
1      Michael     London    Hey this is text
1      Michael     London    that should be merged together

to this:

ID     Name        City      Text
----   -----       -----     ------
1      Michael     London    Hey this is text that should be merged together

I think you get the picture. This answer also shows exactly what i want to achieve.

My question is: is this possible to do in SQL 1999?

It looks like XML and all more modern functionalities did not exist at that time.
