Pre-launch report is not generating - Android Developer Console

Question

I have created app around 48 hours ago and uploaded build in internal testing as well as closed testing. I completed all the necessary step to submit app for review in closed testing. But still the pre-launch report is not generating.

I tried waiting since people posted on internet that new apps tends to generate report a little late. I submitted app for closed testing since some said that maybe that would trigger it to generate but still nothing.
