Loop in adding billing accounts when creating Google Map API

I have a problem when creating billing address for using Google SDK API on iOS. I'm getting stuck at loop forever to add new billing address with India. After adding new billing account, Google is still taking me to add new billing accounts again. But I'm Vietnamese and didn't provide any services for India. Please see the attachment.
