Visual Studio 2019 Extensions Installed via NuGet Fail to Load After Restart

I’m running Visual Studio 2019 Professional and encountering an issue where extensions installed via NuGet fail to load when reopening Visual Studio.

Extensions install successfully through NuGet but after closing and reopening the solution, the extension path is blank after previously pointing towards my appdata folder.

This is happening on multiple machines. I have a fresh VS install and an empty Project. This happens with multiple extensions. IronXL EPPlus ClosedXML.
