System.Memory.dll 4.0.1.1 is not found on machine with only Microsoft .NET 9.0 SDK installed

Question

I would like to switch from 8 to 9 SDK on build machines. But after changing version of installed SDK to 9.0 build doesn't go through telling

Could not load file or assembly 'System.Memory, Version=4.0.1.1, Culture=neutral, PublicKeyToken=cc7b13ffcd2ddd51' or one of its dependencies. The system cannot find the file specified.

What is the reason for this error?

Installing both SDKs would increase cost so, may be I can get away with another solution? Code base is big and changing project to not use what they use now is not a viable task.

EDIT: I've run a search for this DLL and found out that all paths with this version on C drive has this substring net472\System.Memory.dll.
