How can I wipe and reinstall MacOS using Terminal on my 2015 IMac that is stuck in Recovery?

My 2015 IMac died and will only boot to the apple loading screen but I managed to get it to the recovery mode after many tries. I can only get Terminal to work and diskutil list gives this detail below. It looks like there is not enough space on the partition with the OS for it to load but there is a TB of free space that is on the other partition? What can I type in Terminal to wipe it and install a fresh OS or get it to boot?

I have done verify and repair disk and it said it was fine in diskutil. I tried to resizeVolume but it wont resize a mounted volume. I tried eraseDisk on the APFS but haven't been able to get past that. mergePartitions also wont work on a mounted volume or disk. I cant restart and boot from a USB as it will just get stuck on the apple loading screen again. image of diskutil list
