nircmd.exe with Shortcut to Desktop don't work

Hello to any who read this if possible know why or a nircmd bug

Double Click Batch CMD prompt to second monitor Top Right side [Excellant] Shortcut CMD prompt on default Monitor Normal Size Prompt [Failed]

After open a batch to add: nircmd win setsize ititle "cmd.exe" -610 140 600 250

Now when i double click the batch it work brilliant CMD prompt to second monitor Top Right side

Here the problem i having is.... if i Right click on top of the batch Drag to Desktop then Left click "Create shortcuts here" so to run from Shortcut do NOT work and to Run from the Batch [Double click the Batch] it work....

It very confusing to why it don't work for shortcut as CMD Prompt on Default Monitor Normal Size so any help to why and make it work with shortcut Shortcut to Desktop is Testing as I prefer to add more Shortcut into Start Menu
