Issue with Google Play Console: Individual Account Instead of Organization & App Transfer Process

Question

Our company originally created a Google Play Console Developer Account in 2016 as an individual account instead of an organization account. Recently, Google has removed all our apps from the Play Store and is requiring personal identification documents for verification. However, we are a registered organization, not an individual, so we cannot provide personal documents.

We have all the necessary legal documents to create a new Organization Developer Account, but we need clarification on the best approach and the feasibility of transferring our existing apps.

Questions:

• Is creating a new Organization Developer Account the right solution, given that our current account is an individual account and Google is requesting personal verification?
• Can we transfer our apps from the old individual account to the new organization account, even though the apps have been removed from the store (but not necessarily banned)?
• Will user data, reviews, downloads, and Google Play Billing subscriptions be retained after the transfer?

We want to ensure a smooth transition while complying with Google’s policies. Any insights from those who have gone through a similar process would be greatly appreciated.
