Sendgrid: Authentication failed: User is not authorized to send mail based on their regional attribute

I've created sendgrid subuser account & tried to send email via that account. For that reason I created and used a full access token. Unfortunately it doesn't work as expected: sendgrid responses with.

Error sending email: Invalid login: 535 Authentication failed: User is not authorized to send mail based on their regional attribute.

My subuser account is associated with EU region. The code that calls it is running in GCP in Europe as well.

While trying to resolve the issue I configured Dedicated EU IP Addresses on root account and associated it with sub user account. Looks like it doesn't help.
