Do we represent Reference tables as Entities or attributes in Conceptual Data Model

I am trying to build a conceptual model for the below scenario. The team is all talking physical model where status, action, stage will be reference tables, but I want to represent these in conceptual model first. Here is the scenario I am trying to represent. The subject are is financial rep moments, where a moment gets opened and closed (status) , and between these status, it traverses through certain stages (client engagement, implementation etc.. ) .At a given point, moment will be in a status and a stage, During each stage one or many actions can be performed on moment . I am contemplating and have two notations in mind (I need to get few more clarifications from business, but here is my draft to begin the discussions). First one where Status and Stage are shown as attributes , and only action is an entity. Second where Status, Stage, Action are shown as entities

My biggest question is , do we represent status and stage as entity or attributes? enter image description here enter image description here
