npm not recognizing node? despite path being correct

I just installed node (LTS) and let chocolatey install, just rebooted my PC, and tried making a project but npm wont run node?, i checked everything, the paths, reinstalled node several times, reinstalled VS Code and nothing is making it run apparently, any clues?

the error says 'node' its not recognized as a internal or external command

its weird that running as npm run dev makes a different error

'"node"' its not recognized as.....

running where node and where npm in the cmd makes it appear

running where.exe node and where.exe npm in powershell also makes the path appear and yet in VS Code it doesnt want to run, does someone know the solution for this problem?
