RPI webcam fpv quad copter

I've been trying to figure out how to create a fpv solution using a rpi (Or similar SBC) and a USB webcam make a fpv (Ish) drone. And I cant really figure out how it would work. Here is what I got so far

Web Cam --> Rpi --> Some sort of video transmitter --> Some sort of video receiver --> Hdmi out --> What ever Hdmi in device

I just need to figure out the VTx and Vrx devices and since this probably wont always have line of sight it just complicates things a little bit more. And I would prefer if it didn't have THAT much latency but since this is a part of a MUCH bigger project it doesn't really matter in the long run.

But can y'all recommend some of the part
